Justine Carr currently serves as the Environment & Sustainability Lead for the Programme Management Consultant (PMC) on Ashghal's National Local Roads and Drainage Programme (LRDP) in Qatar. With over 20 years of experience in the Environment, Safety, and Health sector, Justine brings a wealth of expertise to this pivotal role. The LRDP, valued at approximately QAR 117 billion (USD $32 billion), encompasses the construction and upgrading of over 7,000 kilometers (4,350 miles) of roads and a comprehensive drainage program covering 62,341 hectares (154,000 acres). This ambitious initiative aims to enhance Qatar's infrastructure while prioritizing environmental sustainability and compliance with federal regulations.
In her capacity as Environment & Sustainability Lead, Justine is responsible for overseeing Environmental Impact Assessments (EIAs) and ensuring that all project activities align with the Equator Principles and local environmental regulations. Her extensive background includes previous roles as a Client representative in sectors such as chemical, nuclear, and aerospace, as well as site-based EPCM Environment Manager positions. This diverse experience equips her with a unique perspective on the complexities of managing environmental risks and implementing effective safety management systems.
